  History of Georgia's Work Ethics Program

1978

In response to the interest and request of business and industry in Valdosta, the vocational faculty of Valdosta High School developed and administered a work ethics curriculum and evaluation for all vocational students. The work ethics grade was counted as a part of the overall course grade but did not appear on the transcript.

1984

Valdosta Technical Institute added a local "work ethics" competency to its courses with the aim of shaping and evaluating the work-related behaviors of students in a classroom setting. The work ethics grade counted as a percentage of the course grade but did not appear on the transcript.

1989

The success of Valdosta Tech's program led the Georgia Department of Technical and Adult Education to begin a statewide pilot project. Twenty technical institutes participated in this project.

1990

The statewide pilot project led to the adoption of a formal program by the State Board in October.

Work Ethics concepts were integrated into standard instructional programs. The decision was made not to count the work ethics grade as a part of the total grade but it would appear on the student transcript.

1991

All Georgia technical institutes incorporated the Work Ethics Program as defined in General Program Standards 02-07-01 and 02-07-02.

Georgia Work Ethics Manual was distributed to all technical institutes. The document explained the work ethics program, how it got started, methods used in its implementation. Procedures used by pilot institutes and sample forms for the program were included.

In response to the outcry from business leaders, skills required for a competent workforce were identified at the national level by a blue-ribbon committee representing business and education. Their report, referred to as the Secretary's Commission on Achieving Necessary Skills or SCANS report (U.S. Department of Labor, 1991) listed the following skills and competencies: basic skills, personal qualities, resources, interpersonal skills, information, technology, and systems.
